Miatta E. Kuteh is a trailblazing leader in the realm of central banking operations and payment systems, with over 15 years of experience. As the First Director of Payment Systems Department in the Central Bank of Liberia since 2018, she spearheads initiatives to ensure safe, efficient, and accessible payment services. Miatta’s visionary leadership contributed to the development and implementation of Liberia’s National Financial Inclusion Strategy (NFIS) 2020-2024. She is a driving force behind the ongoing digitization of government expenditures and the facilitation of interoperable digital payments through projects like the Electronic Funds Transfer, (EFT) and the National Electronic Payment Switch (NEPS) under the Liberia Investment, Finance and Trade Project (LIFT), funded by the World Bank.
Miatta serves as the National Coordinator for the implementation of the Pan African Payment Systems (PAPSS) in Liberia, promoting cross- border trade and integration within the African continent. Her commitment extends to regional and international levels, where she actively participates in committees and working groups such as the African Inter Regional Payment Integration Task Force (the Association of African Central Banks), Zonal Payment Systems Committee (WAMZ) and the PAPSS Oversight Committee, and the Digital Financial Services Working Group of the Alliance for Financial Inclusion (AFI).
Her passion for promoting consumer-friendly and gender-inclusive digital financial services drives her efforts to shape effective legal and regulatory frameworks and oversight. Her relentless dedication to advancing financial inclusion and fostering regional economic integration has earned her recognition as a key influencer in the West African payments’ ecosystem.
